FF7 is a technical mess. So they simply cannot enhance port FF7 because it will still look really crappy. They'd have to remake all the assets.
Yes it would be cool. But it's much more time consuming and expensive.
it's the same reason why konami skipped mgs1 (though that's a bit weirder because they do have twin snakes,granted that version was worse).
FF9 sold a lot less than FF10 so that's the reason for that. Though, I do think it would be awesome to enhance this, as it doesn't look ugly.
But, the reasoning is competely logical.
I do think FFXII enhanced port would be easy too... beings it already looks really great.
