Nah..I'm no expert but there will be no 3DS redesign announcement. Announcing a new design with an additional stick would effectively kill the 3DS as people wont buy it until the redesign releases. This would greatly slow down sales to a large degree which would in turn cause third party developers to drop the platform.
Most likely, an announcement will be made during or after the launch of monster hunter 3DS where in after the announcement of the new design, it will be available within a week to a month of its announcement.
