It doesn't have to have a release date yet, but if it doesn't get released this year then it wont help you during the game. You can go ahead and pick it, and if it doesn't get a release date at TGS or the other conferences then you would still have time to choose another game.

that's what I'll do then :) Pretty sure that it'll appear at tgs anyway
