I know.
But at the time that these rules were put in place, AIDS was booming and it WAS, statistically and factually, prevalent in homosexual men. Not much was known about the HIV virus, and rather than having expensive, lengthy tests and screens of the blood, it was more efficient to just refuse the blood.
They weren't doing it out of spite, I think that's what you need to realise.
