It's moreso to do with anal sex than homosexuality if I remember correctly. There's a higher risk of infection/tearing in anal sex. Or that's what I've always heard. That could have just been an excuse I've heard time and time again to "justify" homosexuals being banned from giving blood.

The problem is that this ultimately leads to people getting banned for simply being gay, even though there otherwise isn't any reason they would be believed to be HIV positive. A HIV negative gay person who is in a monogamous relationship with another HIV negative person would be banned, while a heterosexual man who has had sex with a different woman every night for the past month would be qualified.
