I'm not too sure Retro is directly related to NoA and not NCL. After all, the producer for all their games so far has been an NCL employee - Kensuke Tanabe, not to mention their constant direct communication with the main company...
If I was trying to groom a new studio to produce NCL level content I would definitely cut out the middle man wherever possible.
edit: in terms of western studios Nintendo should buy, I think the most likely candidate at the moment has to be Next Level Games in Canada.
Mario Strikers (GC), Mario Strikers Charged (Wii), Punchout!! (Wii), Luigi's Mansion 2 (3DS) - that is some impressive track record for a company not owned by Nintendo. I would think the amount of knowledge they have acquired by now about making "nintendo-type" games would be far to great for Nintendo to allow them to develop for competing platforms...
