From what I get, hes talking about the space on blu ray that would allow developers to add other things. Maybe they would pay, but not necessarily.

Anything in the likes of extra material is usually reserved for limited editions anyway, so I don't see what else it would be. 

Its not really extras in the proper sense of the word, its things that devs would also put on the other version if it would be possible. I agree that it does not exclude the possiblity.
