Probably because they know summer is the time to get out and have some fun; of course they can allways take their handhelds but theres only two in the market, excluding phones. so they have nothing worth while to release.
The Fall and Winter is the best time to release games since people are going shopping and back to work. So after a busy weekend, they know its time to break out the system and relax cause winter is comming; possibly snow days and even more sick days due to the coldness.
