Because think how much more needs to go into HR. Hub worlds filled with detail and NPCs and then of course there is the story and all the different things you can do.
However, the main thing is that it was Eidos (now SE) who don't really have the same resources as EA and Activision AND this studio was only formed in 2007, so only 4 years in development... so hopefully another game before too long even though i haven't even finished this one or the original
