It is about stereotypes not facts.  Most people even when they never havebeen in the UK have an idea that UK is an rainy region with no cold weather like Austria/Switzerland Scandinavia where you can do awesome winter sports or hot weather where you have awesome beach parties. 

About the british Accent:  For me it was easier to understand someone from the UK then USA....Even in class we always hoped that during dictations and listening tests it was spoken by British.  The class average got a hit when it was spoken by Americans.

And I would say an original English accent (like Pierce Brosnan when he was in James Bond) is the easiest accent to understand when it comes to the English language.
