What you're describing is cross-platform play, what is referred to in the OP is the cross-platform experience. He's basically talking about stuff like Xbox Live integration on other platforms, and the XBL implementation on WP7 is a big point in Microsoft's favor.

Well wouldnt that still be apart of cross-platform experience?   But even then I would disagree that they have the best.  

It is, but it's only a part. As nice as the Portal 2 cross platform play is, it is only one game.
