Ignorance and social retardation. Mostly due to bad education really. I'm sure guns don't help the equation either. As well as incarcerating people for petty crimes. It all adds up to a culture which leads to this.
Edit: For an example. If I piss in public I'm labeled a sex offender in some states. THat is just beyond laughable and is so ignorant I don't even know where to begin laughing at it.
