You're seriously misreading him. He's not saying you won't be able to access DLC if you buy the game used; he's saying that unlike most preorder incentives, they're not going to sell this particular piece of DLC at a later date, and that it's fair because he figures most people won't bother fucking around in the sewers even if they do buy the game new.
