Assuming you don't count Demon's Souls (which ranges from 89-90, but good enough) and Persona 4 (9-9.2), it'd be the first. If you do, one of the only rare ones to possibly hit 90+.

So much is wrong with that.

Demon's Souls Metacritic is 89/100

Persona 4 is last gen

Other JRPG's get 9/10 scores commonly, just not with metascore. Metascore is too ambiguous because one small website has the power of a big one, and JRPG's often get mixed reviews, at least those which are heavily plot driven, or introduce new concepts in gameplay.

Anyway to answer your question, if Dragon Quest IX is 87/100, Valkyria Chronicles is 86/100, Tales of Vesperia is 79/100, Lost Odyssey is 78/100, and Final Fantasy XIII is 76/100, then no way will XenoBlade get 90/100 or greater.

Someone will find a "flaw", which may not even be a flaw to begin with (like how Lost Odyssey gameplay is too out-dated, but it was suppose to be a turn based RPG to begin with), and heavily deduct points off the score.

The only Japanese games that get high scores now days are those that use sex to sell, or a just tripy as heck (Bayonetta, Catherine, Persona, Vanquish, etc). These games get great reviews because they are so drastically different from the normal, and they are still fun new experiences. Traditional JRPG's are not well reviewed anymore because people have moved on, and this is sad .
