I would definitely agree with Bismarck, he took Prussia from one of the larger states in the 40's, and turned it into an economic powerhouse and took over Germany by convincing others to declaring war on him. Under him, Prussia, then Germany were just better than everyone else... but then it was all ruined by Kaiser Wilhelm
