Because consoles are too restricting in controls and multiplayer and some of those restrictions cause some serious dumbing down for certian genres (particularly FPS,RPG,and RTS). Then there is LIVE and PSN (though live is slightly worse since it actually asks you to pay, lawl). They are centralized and highly controlled environments. Off the top of my head I can tell you that team fortress, counter-strike, aliean swarm, and dozens of other mods out there we got for games for FREE. People literally spent thousands of hours on a mod for half-life and its first iteration was free. How many such things came from console games? Not to mention free maps (not all good but some are superb), models, skins, etc. The latency is too high on those services as well due to lack of dedicated servers most of the time, and if a given service goes down ALL my games are screwed. Multiplayer on consoles, the techinical side, is just... bad and in a sorry condition.
