It's not entirely accurate as Deus Ex isn't open world although it is a FPS/RPG hybrid but it melds so much together it's difficult to compare to other games.
Within each localised area there will be plenty to explore and lots of side quests but it's also very story driven and the side stories will add to the main story and actually have an impact on events. Also, in terms of exploration, every mission you do will have multiple solutions and you decide how to go about it.
In some ways it shares similarities with Mass Effect (missions, side missions, shooting) and Bioshock (multiple paths to an objective), but the world has far more to offer in interaction and missions are far more open than either of those games.
Just as an example, during playtest, the devs described one odd playtester that killed a load of civilians and piled up there bodies to climb through a first floor window to get to his objective. They'd created multiple paths (e.g. vents, shooting through, stealth, back entrances, hacking security etc.) but never considerred that one!
