To some extent yes, as Nintendo have always made profit on hardware, now there not and they still dont have the games to make up the differnce through software sales. Selling hardware as a loss leader is a strategy alien to Nintendo and there shareholders.
Sony have said up front it will be year 3 before Vita makes a profit, there shareholders know this and are presumably on board with it, judging by Nintendos stock price collapse, its not somthing Nintendo Share holders are on board with.
