They have to stop adding characters at some point if they want to release the game. They simply have to keep a small team who will make new characters as time goes by. It's wrong to assume that a game is incomplete because of DLC.

I hope you're not talking about me because I have nothing against DLC in principle. GTA IV is DLC done right. Street Fighter, Assassin's Creed and Call of Duty is my problem. Having to pay for additional characters in a fighting game is not developing new gameplay afterwards, like GTA IV. Anyone willing to believe the additional characters on fighting games are being worked on ADTER the game is released are extremely naive.
