"Scale" is an important word here - in the earlier games, the overworlds seemed large because everything was presented on a different scale there as opposed to in towns. You'd cover the length of towns in single footsteps, and so on. It wouldn't be that hard to get that sense of scale again.

It just might require random encounters to make a return.
