I guess thats true if you look at Killzone as an average game that was dragged down to horrid by technical issues.
Judging from youtube footages it does look Killzone 1 was a pretty good game, also looks better than I would have expected a PS2 FPS to look like.
Personally, I really don't like the change in design for the Chimera.
There wasn't just one look of Chimera in Resistance: Fall of Man though (they come in all sizes), the Chimera shown in the OP looks a lot scarier (more effective for this type of game) to me than the one in the Resistance 1 shot.
Really love this Resistance 1 user screenshot, hopefully bodies won't just dissapear in the second part neither and pile up like this:
