If you consider turn-based combat to be an absolute requirement to be called a JRPG, then no, it's not a JRPG. Since that isn't a requirement at all, it's definitely a JRPG (just like Secret of Mana obviously was): it's story-driven, party-based, you level up your character, the game has character progression, there's a huge fantasy world filled with towns, fields and dungeons, there are lots of items, weapons and equipment to obtain, etc.
