Do incoming mobile calls cost money in the US?

Because in Europe tha caller is ripped of, but that doesn't intrest. I I want to talk to a mobile phone i pay about 20 €cent/Minute. So in america the guy with the mobile pays (because he wants to be mobile) in europe the guy calling the guy with mobile pays. I think the american system is more fair.

 Are mobile calls that expensive in Germany? I got my first mobile as late as -98 and since then pricing have never been that high (prices have just dropped since then).
