I don't agree.

Region locking is important for core gamers who are most valuable consumers since they can and will buy as much games as several casuals.

So it's small diffrence in hardware but not so small on software and even bigger in online stores.

 I import a lot of games from japan, so it is important to me, but those valuable cunsumers are not a big portion of the install base... And you can clearly see it when you look at the JP charts. JP games with no hope of coming to the west (Love plus, shooter, dating games and some JRPG) usually dont sell more than 30-50k... so as you see those valuable consumer (me as an instance) are a very small number...

 And dont worry, the 3ds will kick vitas butt with no questions...
