It can be if your acces to this world is restricted through "holes in the sky" or by making it impossible to go from one point of the map to another without having to go to the sky first.
Anyway, Aonuma says that the game is so big that neither him nor Miyamoto have been able to fully explore it yet, so even if the world bellow is not that big it will be full of content.
