I wouldn't assume that he's insane. It looks like he has been planning this for quite a while and knew exactly what he was doing. It's defendable to call his views insane, but that's not the same thing as having a mental disorder.

His actions were insane imo. Who in their right mind would do something like this?

His actions weren't rational, for sure. He was never going to destroy the Labour Party this way, and now it's harder to be an immigration skeptic in Norway today than it was yesterday. But engaging in irrational behavior isn't necessarily the same thing as having a clincal disorder.
