That's only if you suppose there's a grand puppetmaster who directs these actions with a vast perspective and global endgame in mind. There isn't, of course. While jihadists fantasize about restoring the caliphate, they tend to think globally and act locally. Odds are this attack is in revenge for the Norwegian government bringing terror charges against Mullah Krekar.
