3DS will most likely win in sales. PS Vita is almost the same concept as a PSP, and PSP was never too popular in Americas. American gamers don't want portable console experiences, they want games that can pick up and play in 20 minutes and put down again. Nintendo is pro at this, this is why Nintendo handhelds always sell crazy well in the states. In Japan PS Vita may outsell the 3DS just because console gamers there are largely migrating to the handheld market, and 3DS at best can only support PS2 level RPG's. However if a lot of PS2 RPG's get remade on the 3DS in 3D, then Nintendo may still be on top here.
To make it simple, I see a repeat of 7th generation handheld sales, just with both handhelds selling 20% better then their predecessors.
