I knew development cost and such goes into account whether a game is AAA or not, but I always considered scores and reviews as a big part of it. You can spend huge amounts on development, but if quality doesn't reflect those cost, reviews and scores will have more impact on the game sales than the development cost.

Nah. Scores are only what is expected of highly anticipated, highly funded AAA titles. Quality does reflect the cost and InFamous 2 and Killzone 3 are extremely high quality games. After the Uncharted franchise started and GOW3 the cinematics and actual gameplay are now seemless in AAA PS3 exclusives. It's like being in a high quality film with gameplay.
