I don't think you have to worry about the power of the PS4. The vast majority of expense for the PS3 went to developing the Blu-ray format and the Cell processor. It would be very easy for Sony to spend much less on the PS4's development and it still be a big leap over the PS3. For one, Sony is going to stick with Blu-ray, which has dropped in price dramatically since its launch in '06. By the time the PS4 launches, they can probably put a 12x Blu-ray drive in it for ~$35-40 each.
