The best was Sony on home consoles (even tought I think they should have delayed Lair, that game was cleary released unfinished), Nintendo did the best on handleds.
The worst were Ubisoft and filling the Wii with crap from the beginning to the end. They didn't even managed to deliver something really interesting imo on X360/Ps3 apart from Assasin's Creed which is still a game I only mildly like. Also I agree with arcane_chaos Namco/bandai was really poor this gen, for manly the reasons he lised. Tekken 6 is the worst in the series, Soulcalibur was as good as the others on a technical/gameplay level, but it still lacked of the single player quest. Ridge Racer is getting worse and worse, and the last one Ridge Racer Unbounded (or RR Underground) looks like a parody.
