I would love to see a GTA set in the Judge Dredd universe. The setting is futuristic where people live in megacities of billions policed by the judges and the outside comprises of irradiated wasteland populated by mutants. Somewhat similar to Fallout, I guess.
Edit: Also steampunk would be good.
