Best is easily Sony, just the sheer amount of quality they've released should put them up and above every other publisher.
The best publisher/developer without a stake in a console they own would probably be a tie between SEGA, Bethesda and EA.
The worst would be Nintendo.Screw you Nintendo. Disney Interactive also sucks.
Best new comer is Warner Bros.
Bet with Conegamer and AussieGecko that the PS3 will have more exclusives in 2011 than the Wii or 360... or something.
