It shouldn't be. What incentive do businesses have to hire more people when we have tax code, regulatory structure and a government that seems to hate small and medium-size businesses?
We're talking about the same government that passed sweeping health care legislation which included wonderful parts like mandatory 1099 filings for every contractor above a certain monetary threshold which took a further act to repeal, then you have all the exemptions and worry about future costs. There is little to desire in the market place for hiring people. With my company, its hard to hire as contracting saves a lot of CFO/HR headache due to the burden of government... So its no wonder that employment data will continue to be weak if not bad.
