In English yes, I think Namco won't even try to localize it in multi 5, and this will be a bad thing, even if they spend less money many people won't buy it because of this, or not at launch. Anyway launching it near Christmas could make it one of the top 3DS games, not even near to Mario Kart or Mario 3D, but still could do very well if marketed.

On the DS, the likes of Chrono Trigger and TWEWY weren't translated fully for the European release.  I personally think that's part of the reason they saw disapointing sales in the PAL regions.

One could actually argue that Chrono Trigger should've seen a boost to it's European sales, due to the fact that it was the first time the game has been released here.  Then again, that might've resulted in the game not being as widely known as it was in the US or Japan, meaning lower sales.
