ONM actually made a mistake, Tales of Symphonia 2 was released here in 2009, so this isn't the first tales game to release on a Nintendo platform in Europe since Symphonia.

They also didn't get the release year right, ToS was a November 2004 game. Additionally, Tales of Phantasia was released on the GBA afterwards.

This just shows how little ONM know about JRPGs.  As a JRPG fan myself, I've often spotting mistakes in their magazine as well as in their predecessor NOM.  Their chonological and/or release timelines are more likely than often missing games, I've noticed.
