No, it does not. It's a mission-based score attack game, and you can still replay the missions, which is why I think this whole thing is blown out of proportion.
As long as they don't start pulling this crap on their single-player games, I'm not too bothered. It's a stupid move, but hardly a deal-breaker.
And of course, if it really bothers you people that much, Capcom will probably release DLC that lets you delete save files for a measly 10 dollars.
