I disagree. I don't think the trend is nearly strong enough to overcome the reluctance of people and national governments. But I would not be surprised to see continent-sized governments (NA, SA, most of Europe, Muslim nations from Egypt to Central Asia, most of the rest of Africa, some kind of thing in SE Asia and the Pacific)
