I believe you meant the 6970 is below, because the HD 6990 (being a dual card) is certainly above the GTX 580.

It's the same situation as the GTX 590. The dual card functions worse than two of the originals, which are worse than the GTX 580 by performance. 

Edit: Apparently no one noticed, but I specified single GPU in the OP. Dual cards non-withstanding. 

So you're comparing two GTX 580s vs one HD 6990, your original statement didn't make that clear for me.
