I thought it was the opposite, that NoE wasn't allowed to make choices, and NoA was, which allows them to pass on anything they deem too niche, while NoE is under NCL's more direct control

This is a game about floating islands inhabited by dogs and cats or something like that. The only way it makes sense that this game is coming over at all is NoE deciding it was worth a shot. Why so, I have no clue. It doesn't get more niche than this.

But anyway, I am quite sure that NoE is allowed to make some picks every now and then, since quite a long time actually. It's also the reason why Europe got Terranigma back in the mid '90s while America did not.

I meant more in terms of which Nintendo-made games get localized. I imagine all three branches have discretionary power over what non-Nintendo made games they have the power to choose to publish. Geist i'm guessing was all NoA's doing, and NCL did Goldeneye 007 recently
