One would assume that only if they also felt Sony was releasing the PS4 in 2013.
But, this would make sense on Sucker Punch's part if Sony's setting up for a 2014 release.
Just depends.
As far as the new I.P. goes, they've been researching this one for awhile and I suspect a 2013 release if they've finally started ramping up development on the title.
Originally, SP only wanted to do two Sly Cooper's, as was indicated in the credits of Sly 2. (If I remember correctly)
Sony convinced them to do Sly 3, and finish the triology.
So, SP must only want to do two game series and then work on other projects.
