Imo nothing much to do with laziness, the way I see it, this is to make it not dependent on the state of the tv screen -
1. even if someone is watching something else on the tv, you can still check things out (and even get into a game with someone else online until the tv is available). 2. as far as I know turning tv screens on and off lots of times does not exactly contribute to the health of the tv screen - so if all you want to do if check out if your friends are online, instead of having to turn on the tv and switching it to console viewing mode, just check out on the small screen. If you friends are online, then you can turn on the screen, if not, you move on.
