FFXV doesn't have to be an Ivalice Alliance project.
With Ito directing and Nojima writing it can be a fresh world and the FFT team and other members who were hired will be the staff.
I think Nojima will write as what exactly has he been doing? He is writing FF Versus XIII, but thats been in development for 7 years, unless he has spent 7 years dribbling over the same script page he should've finished the scenario (in fact scenario of versus XIII being completed was reported a few months back).
Basically Kazushige Nojima is free of any project right now and even while he was writing for Versus XIII he had no other major project to work with (this is the man that handled FFX-2, KH1 etc all near the same time).
