At E3 2005 (much like E3 2011 now), the dev kits for the PS3 and Wii were not final.  At E3 2004, the dev kits for the X360 were not final.

Yeah, from what I remember most of the time nearly-final development kits tend to be widely available about 3 to 6 months before launch; and final development kits tend not to be delivered to developers who are not producing launch games until after launch.
