That is true, the cutscenes only seem to come on during main quests (obviously). There was actualyl a stretch of like 4 hours where I didn't see a single one because I was too busy doing other stuff in Detroit.
As for controls maybe you shoudl try this out. It can't even be called piracy, and the topic is completely open and monitored on the game's forums. It is actually a really great demo for the PC version, although still unfinished (some of the bugs are kind of weird too).
