The creator of a title has much to say in the success of the title. If they did not, then there would be no correlation between the percieved quality of a title and sales, yet they are intrinsicly tied to one another. Likewise, marketing is strongly correlated to sales - games that are fantastic can be put out as stillborn, and that happens all the time. Therefore, the consumer can be at the will of the developers and publishers - first if the title is good, and second if anyone knows about the title.
