What are you smocking? You can't regrow a foreskin, just like you can't regrow your fingers if you chop them off.

Mutilation is generally defined as the non-consensual removal of flesh. So yes, circumcision kind of falls right into the mutilation territory by definition. Also, I really hope you aren't trying to say that child circumcision is ok just because you can spend time/discomfort/money to restore it later.
