It is network format sort of... Its the platform its played on. XLB and PSN as well as WW and VC are all platforms within their primary area of their consoles. Steam is just a retail option. That's it. I wouldn't consider it any different than Amazon. You're still buying a PC game and in almost any case the game is available to buy outside of steam to be played on PC as well.
Whereas in XBL, PSN, etc nearly all of those games (100% in WW/VC case) are only available through that platform. I know in XBL/PSN case some of those are full retail games being offered via download as well, however, I don't think those are categorized separately... only 360/PS3.

I think that is the issue here. Do a search for bioshock and there is a 360 version and xbla version, a ps3 version and psn, and only a pc version not steam. But i do agree unless there games that can only be played through steam (which technically i think all steamwrks enables games would apply) than its not really a platform. But I could also see the confusion since retail releases of xbox/ps3 games still see to be listed as both.

Ah well, I guess that creates, to me, an uneeded separation. At that point the XBL/PSN versions would simply be retail options and not really a new platform... idk, guess with Steam you have some value as it is a retail option, however, if I'm not mistaken doesn't it also add community options similar to XBL/PSN? like leader boards, chat, etc.
