Well, it was a high schooler in my case. If he chose to do something illegal knowingly, then he took the risk of screwing up his life. And with how strong the scent was, he was either a heavy smoker of it, or was smoking it at the bus stop. Neither of which seems like a smart idea. I didn't screw up his life, his own decision screwed up his life. Besides, if I didn't report it, his first teacher would have. As the driver who encountered him earlier, I would be questioned on it, and could be seen as an accessory for not reporting it. So even if I did think the blame was on me, if it's his life or mine, he's screwed.
