That would be Crytek UK, who were Free Radical. I believe it was Crytek Budapest making this game, but they have been shut down, so it has transferred to the main studio in Frankfurt I think. Crytek UK were working on the MP for Crysis 2, but they might have still put some work into TS4... we can hope!
